PURPOSE:

The Greensboro Police Department wishes to continue its contractual relationship with the Kellin Foundation to continue their work on the Governor’s Crime Commission grant, Greensboro Child Response Initiative, awarded for FY2020-22. The police department presented a resolution November 17, 2020 (ID 20-0768) to contract with Kellin Foundation for one year; however, the Governor’s Crime Commission has since granted the project a second year of funding. The contract for the second year of funding for $116,472 is presented to Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:

The Governor’s Crime Commission (GCC) Victims' Services Committee has awarded the Greensboro Police Department a federal grant of $89,472 for the Greensboro Child Response Initiative (CRI) program for a second year. The GPD will provide contributions of $27,000 from its NC Drug Tax Excise funds to support the program and the year 2 total of the grant will be $116,472. The Kellin Foundation is the provider of the CRI services and the police department wishes to contract with them to continue to do so.

BUDGET IMPACT:

Expense reimbursement requests will be processed monthly and dispersed to the grant partner, Kellin Foundation, as allowable under the grant award conditions.

RECOMMENDATION / ACTION REQUESTED:

It is requested that the City Council pass the resolution allowing the Greensboro Police Department to enter into a contract with the Kellin Foundation to provide advocate services via its Child Response Initiative in support of the Governor’s Crime Commission grant, Greensboro Child Response Initiative for year 2.
