PURPOSE:
The Transportation Department is seeking City Council's approval to award the Parking Access and Revenue Control System for the Bellemeade, Church, Davie, Greene, February One and Eugene parking decks.

BACKGROUND:
On March 9, 2020, the Procurement Services Division conducted an open solicitation for the Parking Access and Revenue Control System (PARCS) through the Greensboro E-Procurement System. The PARCS contract includes the purchase and installation of all entry and exit pay stations, ticket dispensers and verifiers, pay on foot pay stations, gates, cashier stations, and the software to operate the system and manage billing for monthly customers. The solicitation was performed under the North Carolina Statute 143-129.8, Purchase of Information Technology Goods and Services' standards. The standard of award under this statute is to the best overall proposal, which was determined through an evaluation committee consisting of the City of Greensboro's Information and Technology, M/WBE, and Transportation Departments. The M/WBE Office reviewed the request from the Greensboro Department of Transportation for the replacement of the existing Parking Access and Revenue Control System (PARCS) to determine compliance of the M/WBE Program Plan. M/WBE goals were not established for the contract.
