PURPOSE:

The Transportation Department is seeking City Council’s approval to award the Parking Access and Revenue Control System for the Bellemeade, Church, Davie, Greene, February One and Eugene parking decks.

 

BACKGROUND:

On March 9, 2020, the Procurement Services Division conducted an open solicitation for the Parking Access and Revenue Control System (PARCS) through the Greensboro E-Procurement System. The PARCS contract includes the purchase and installation of all entry and exit pay stations, ticket dispensers and verifiers, pay on foot pay stations, gates, cashier stations, and the software to operate the system and manage billing for monthly customers.  The solicitation was performed under the North Carolina Statute 143-129.8, Purchase of Information Technology Goods and Services’ standards. The standard of award under this statute is to the best overall proposal, which was determined through an evaluation committee consisting of the City of Greensboro’s Information and Technology, M/WBE, and Transportation Departments. The M/WBE Office reviewed the request from the Greensboro Department of Transportation for the replacement of the existing Parking Access and Revenue Control System (PARCS) to determine compliance of the M/WBE Program Plan. M/WBE goals were not established for the contract. Contractors were required to solicit and make an effort to use certified M/WBE firms capable of providing the goods and services needed to fulfill the agreement.  Amano McGann Inc. has committed to subcontract 4.69% or $95,000.00 of the total contract value of $2,025,166.00 to certified MBE firms.

 

BUDGET IMPACT:

The Parking Access and Revenue Control System will be funded as follows:

 

$1,267,911     545-4502-01 Parking Deck Improvement Fund (Equipment, Hardware, Software, and Installation)

$757,255        543-4530-01 Parking Facilities Operating Fund (Warranty and Maint. Years 3 - 10)

$2,025,166

 

A budget adjustment is needed to move funds to the correct account. 

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests the approval of the attached Resolution to enter into an agreement with Amano McGann, Inc. and the City of Greensboro.
