PURPOSE:
Water Resources is requesting a contract change order to the TZ Osborne Ash Clarifier Improvements Project Design and Construction Administration Contract 2017-0140 to provide additional construction services with the extended overall construction duration of the project. In order to provide the additional services, approval for a contract change order is requested.

BACKGROUND:
The City authorized professional services contract 2017-0140 with CDM Smith Inc. for $321,000 on February 21, 2017 to support the Ash Clarifier Improvements Project. The original contract provided for both Design and Construction Administration services including but not limited to producing construction documents, permitting, assisting with bidding, and Construction and RPR services. During the design phase, this project was combined with another TZ Osborne project - the TZ Osborne Incinerator Ash Press Replacement project. Since these two projects were related and were going to be ready for Construction at the same time, it was decided to have one contractor construct both projects.

Change Order No.1 approved by City Council on June 19, 2018 for $42,970 included engineering and resident project representative services for an extended construction schedule. For this project, this firm's role was reduced during the construction phase because the firm that designed the Ash Press was chosen to lead the project during construction.
