PURPOSE:
The purpose of this agenda item is to have the City Council approve a vendor to provide services for hauling municipal solid waste brought to the Greensboro transfer station, and subsequently authorize the City Manager to enter into contract negotiations with the selected vendor consistent with the contract principals found in the RFP #2019-9475 document. This contract shall be for a three-year term and is estimated at $2,350,000. The current contract with Custom Ecology, Inc. will expire October 12, 2019.

BACKGROUND:
Since 2006, the City of Greensboro has contracted to provide municipal solid waste hauling services from the City's Burnt Poplar Road transfer station to a private landfill for disposal. Since 2017, the City has hauled its municipal solid waste to the Great Oak Landfill in Randolph County, NC. In FY 2018-19, the cost of hauling of about 209,000 tons of municipal solid waste from the City's transfer station to the Great Oak Landfill was about $1,736,500.

The Field Operations Department issued an RFP (Request for Proposals) #2019-9475 on May 24, 2019 for Municipal Solid Waste Hauling Services to six (6) landfills in North Carolina. We received three responses for this RFP. The companies that responded were as follows:

* Hilco Transport, Inc., based in Greensboro, North Carolina
* Lucky Dog, LLC, based in Hyattsville, Maryland
* Stafford Transportation of North Carolina, Inc. d/b/a Custom Ecology, Inc. (CEI), based
in Mableton, Georgia
