PURPOSE:

The purpose of this agenda item is to have the City Council approve a vendor to provide services for hauling municipal solid waste brought to the Greensboro transfer station, and subsequently authorize the City Manager to enter into contract negotiations with the selected vendor consistent with the contract principals found in the RFP #2019-9475 document.  This contract shall be for a three-year term and is estimated at $2,350,000.  The current contract with Custom Ecology, Inc. will expire October 12, 2019.

 

BACKGROUND:

Since 2006, the City of Greensboro has contracted to provide municipal solid waste hauling services from the City’s Burnt Poplar Road transfer station to a private landfill for disposal.  Since 2017, the City has hauled its municipal solid waste to the Great Oak Landfill in Randolph County, NC.  In FY 2018-19, the cost of hauling of about 209,000 tons of municipal solid waste from the City’s transfer station to the Great Oak Landfill was about $1,736,500.

 

The Field Operations Department issued an RFP (Request for Proposals) #2019-9475 on May 24, 2019 for Municipal Solid Waste Hauling Services to six (6) landfills in North Carolina. We received three responses for this RFP. The companies that responded were as follows:

 

                     Hilco Transport, Inc., based in Greensboro, North Carolina

                     Lucky Dog, LLC, based in Hyattsville, Maryland

                     Stafford Transportation of North Carolina, Inc. d/b/a Custom Ecology, Inc. (CEI), based

in Mableton, Georgia

 

These proposals were received by the City on July 12, 2019.  Upon receipt by our Purchasing Division, it was determined that the proposals from Lucy Dog, LLC and Custom Ecology, Inc. were non-responsive due to a lack of required MWBE documentation (Affidavits C or E were not turned in by either firm).  Hilco Transport, Inc. submitted a complete proposal that was also the lowest cost offering to the City of Greensboro.  Furthermore, Hilco Transport will be subcontracting with a local MBE firm, R&R Transportation, Inc. with a 10% utilization goal.  MWBE goals established by the City for this project were 0% for both MBE and WBE firms.

 

BUDGET IMPACT

Staff expects this hauling contract to have an estimated annual cost of $2,350,000, based on historic tonnage hauled from the transfer station.  The funds for this contract will come from account # 551-4306-07.5429.

 

RECOMMENDATION / ACTION REQUESTED:

Staff recommends that the City Council award the municipal solid waste hauling services agreement to Hilco Transport, Inc. and subsequently authorize the City Manager to enter into contract negotiations with the selected vendor consistent with the draft agreement found in the RFP 2019-9475 document.
