PURPOSE:
The Field Operations Department is responsible for site maintenance of the White Street Landfill. Landfill maintenance services were recently bid out and an award is recommended. Field Operations is requesting that City Council approve the two year contract of $572,625 with an additional one-year optional extension which would expire on June 30, 2022. The estimated 3- year contract value is $858,937.50 or $286,312.50 annually which requires City Council approval.

BACKGROUND:
The City requires contracted support to assure that the White Street Landfill is maintained to legal standards. The current site maintenance contract is with D&D Grading, Inc. which is set to expire on June 30, 2019.

The Field Operations Department conducted a competitive Request for Bids. Two companies submitted bids, with D & D Grading submitting the lowest bid. Based on the lowest responsive, responsible bid standard of award. One M/WBE company, United Maintenance Group, responded. The Field Operations Department and the M/WBE Office concur in their recommendation to award the contract to D&D Grading, Inc. There were no contract specific M/WBE participation goals assigned to this contract. In a good faith effort; D&D Grading, Inc. has committed a minimum of 10% utilization of Rankin III Grading, LLC., a Guilford County MBE. Subcontracted services will consist of hauling of maintenance materials to the facility and site grading work.
