PURPOSE:
Water Resources is requesting a contract with Hazen and Sawyer, P.C. Construction Management services associated with the Biological Nutrient Removal (BNR) Upgrades (Package 4) at the T.Z. Osborne Wastewater Reclamation Facility. City Council approval of a contract in the amount of $5,520,900 is requested.

BACKGROUND:
The T.Z. Osborne Wastewater Reclamation Facility (TZO) is currently undergoing capacity upgrades, which involves ending treatment operations at the North Buffalo Water Reclamation Facility to create efficiency in meeting future regulations. Compliance with the Wastewater Discharge Rule of the Jordan Lake Rules is required by the State by January 2021. This regulation places further discharge limits on nutrients including nitrogen and will require additional process improvements. Package 4 upgrades include the installation of six new aeration basins, modifications to the existing twelve aeration basins to convert to BNR process and the installation of a new parallel air header pipe among other items.

On-call professional services firms were considered for this project. Consideration was given to past experience, knowledge of the project and performance on previous plant upgrades. As a result of the analysis by the Water Resources Department, Hazen was selected.
