PURPOSE:

Water Resources is requesting a contract with Hazen and Sawyer, P.C. Construction Management services associated with the Biological Nutrient Removal (BNR) Upgrades (Package 4) at the T.Z. Osborne Wastewater Reclamation Facility.  City Council approval of a contract in the amount of $5,520,900 is requested.

 

BACKGROUND:

The T.Z. Osborne Wastewater Reclamation Facility (TZO) is currently undergoing capacity upgrades, which involves ending treatment operations at the North Buffalo Water Reclamation Facility to create efficiency in meeting future regulations.  Compliance with the Wastewater Discharge Rule of the Jordan Lake Rules is required by the State by January 2021.  This regulation places further discharge limits on nutrients including nitrogen and will require additional process improvements. Package 4 upgrades include the installation of six new aeration basins, modifications to the existing twelve aeration basins to convert to BNR process and the installation of a new parallel air header pipe among other items.

 

On-call professional services firms were considered for this project. Consideration was given to past experience, knowledge of the project and performance on previous plant upgrades. As a result of the analysis by the Water Resources Department, Hazen was selected. Hazen is one of the ten firms previously selected for the Professional Services Water Resource On-call Services Agreement.  Contract efforts include office and field construction services, start up support, operation and management revisions and documentation, and electrical procedure updates.  Hazen will utilize the engineering services of Critek Engineering Group and Westcott Small and Associates. Critek, a minority owned business (MBE) located within the City’s Metropolitan Statistical Area (MSA) will provide RPR services equivalent to 12% of the total contract amount. Westcott Small and Associates, a women owned business (WBE) located within the City’s MSA will provide Construction Design Services and Field Consulting equivalent to 1% of the total contract amount.

 

BUDGET IMPACT:

Funds in the amount of $5,520,900 are budgeted in Water Resources Capital Improvements Bond Fund account 516-7056-01.5410.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council adopt a resolution authorizing a contract with Hazen and Sawyer, P.C. for Construction Management Services associated with the Biological Nutrient Removal (BNR) Upgrades to the T.Z. Osborne Wastewater Reclamation Facility.
