PURPOSE:

The Greensboro Police Department received funding under Solving Cold Cases with DNA Program FY 14.  During the grant cycle, the department has been given additional funds under the grant. These funds will cover an increase in the cost of overtime and DNA lab testing which has occurred during the operation of grant activities. To increase the funds for the grant award, approval of a budget ordinance is required by City Council.

 

BACKGROUND:

Collectively, the City of Greensboro, City of High Point and City of Winston-Salem Police Departments were awarded a grant under the Solving Cold Cases with DNA Program FY 14 on September 12, 2014 (Res. 14-0130). In the last two years, overtime and DNA lab testing costs have increased. The National Institute of Justice (NIJ) and the City of Winston-Salem have approved an increase in funding to cover the costs.

 

BUDGET IMPACT:

City Council accepted and approved an ordinance appropriating the allotted funds originally on October 21, 2014, totaling $39,696. The grant does not require a match. This ordinance serves to appropriate additional grant funds totaling $16,974 to be housed in account #220-3563-01.

 

RECOMMENDATION / ACTION REQUESTED:

It is requested that the City Council adopt the attached Budget Ordinance, appropriating additional funding in the amount of $16,974 for Overtime and DNA lab testing under the Solving Cold Cases with DNA Grant FY 14: Piedmont Triad Cold Case Initiative.
