PURPOSE:
Collectively, the City of Greensboro, City of High Point and City of Winston-Salem Police Departments have been awarded a grant under the Solving Cold Cases with DNA Program FY 14. The Winston-Salem Police Department will serve as the lead agency for the grant. In accordance with current City fiscal procedures, to accept and expend these funds approval of a budget ordinance is required by City Council.

BACKGROUND:
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ)'s Solving Cold Cases with DNA Program offers assistance to States and units of local government to identify, review, and investigate Uniform Crime Report (UCR) Part 1 Violent Crime "cold cases". Identified cases must have the potential to be solved through DNA analysis and to locate and analyze biological evidence associated with these cases.

The project funds will be utilized for the payment of Criminal Investigation Division officers' overtime wages, forensic DNA testing and CODIS entry through an accredited private forensic laboratory company. In addition, the funding will be used for field-specific training opportunities and travel expenses incurred while conducting the cold case investigations.

BUDGET IMPACT:
The Solving Cold Case with DNA Program FY 14 grant application amount totals $246,444 and the City's portion of the grant equaling $39,696. The grant does not require a match. Grant funds totaling $39,696 will be housed in account #220-3563-01.
