PURPOSE:
A Federal grant from the Federal Transit Administration requires an agreement between the City and Guilford County. In accordance with North Carolina State Statutes interlocal agreements require City Council authorization.

BACKGROUND:
On May 20, 2014 City Council approved the Greensboro Department of Transportation Public Transportation Division's Program of Projects for Federal Transit Administration Fiscal Year 2014 Grant Funds. In accordance with Federal requirements and the City Grants Policy, City Council approved the attached resolution authorizing the grant activities and subsequent application for the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program grant.

Program funds are available for capital and operating expenses that; 1)serve the special needs of transit-dependent populations beyond traditional public transportation services, where public transportation is insufficient, inappropriate, or unavailable; 2)projects that exceed requirement of the American with Disabilities Act (ADA); 3) project that shall improve access to fixed route service and decrease reliance of complementary Paratransit service; and 4) project that are alternatives to public transportation.
