PURPOSE:

A Federal grant from the Federal Transit Administration  requires an agreement between the City and Guilford County. In accordance with North Carolina State Statutes interlocal agreements require City Council authorization.

 

BACKGROUND:

On May 20, 2014 City Council approved the Greensboro Department of Transportation Public Transportation Division’s Program of Projects for Federal Transit Administration Fiscal Year 2014 Grant Funds. In accordance with Federal requirements and the City Grants Policy, City Council approved the attached resolution authorizing the grant activities and subsequent application for the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program grant.

 

Program funds are available for capital and operating expenses that; 1)serve the special needs of transit-dependent populations beyond traditional public transportation services, where public transportation is insufficient, inappropriate, or unavailable; 2)projects that exceed requirement of the American with Disabilities Act (ADA); 3) project that shall improve access to fixed route service and decrease reliance of complementary Paratransit service; and 4) project that are alternatives to public transportation.  The recipient agencies agree to work collaboratively to enable increased opportunities for elderly, disabled and low income individuals to access transportation for employment, education and medical needs.

 

The Greensboro Urban Area Metropolitan Planning Organization (MPO) conducted the competitive selection process for funding projects with the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program grant. Guilford County and the Senior Resources Center also applied for funding in this process. All three agencies received awards. The City will serve as the lead agency in administering the FTA grant funds for these agencies. The City will administer an award in the amount of $48,690 to Guilford County Transportation and Mobility Services for the agency to provide transportation services for elderly individuals with disabilities and low income individuals that are on waiting lists to access transportation to employment, education and medical trips. The attached copy of the August 3, 2015 adopted budget ordinance and memo provide additional details.

 

BUDGET IMPACT:

Under the attached interlocal agreement the City will pay $48,690 in FTA funds to Guilford County which will leverage $48,690 in Guilford County match funds from County local property taxes. 

 

RECOMMENDATION / ACTION REQUESTED:

Council approval of a resolution authorizing an and interlocal agreement between Guilford County and the City of Greensboro, on behalf of the Greensboro Transit Authority, acting in its capacity as the designated recipient for the Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program is requested.
