PURPOSE:
City Council approval is requested to authorize the City Manager to execute a contract with Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,400,000 to provide Workforce Innovation and Opportunity Act (WIOA) Youth services from October 1, 2015 - June 30, 2016.

BACKGROUND:
The Workforce Development Board (WDB)/City of Greensboro issued a Request for Proposals on June 15, 2015 to procure a WIOA Youth service provider for the period of October 1, 2015 - June 30, 2016.

The RFP required a service level of over 575 individuals per year (75% to be out of school youth); extensive experience in providing Workforce Investment Act/WIOA type services to disadvantaged and hard to serve youth including case management and development of intensive service plans; partnership experience with community organizations to provide wraparound services; experience with job placement for youth; experience with operation of a comprehensive authorization, payment and tracking system for program participants; and experience in providing a subsidized work experience program for a large volume of youth (25% of all expenditures are required to be made for work-based activities). The M/WBE Office searched the Greensboro MSA and was unable to identify certified M/WBEs capable of providing the services needed to fulfill those specific contract requirements.
