PURPOSE

City Council approval is requested to authorize the City Manager  to execute a contract with Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,400,000 to provide Workforce Innovation and Opportunity Act (WIOA) Youth services from October 1, 2015 - June 30, 2016.

 

BACKGROUND: 

The Workforce Development Board (WDB)/City of Greensboro issued a Request for Proposals on June 15, 2015 to procure a WIOA Youth service provider for the period of October 1, 2015 - June 30, 2016. 

 

The RFP required a service level of over 575 individuals per year (75% to be out of school youth); extensive experience in providing Workforce Investment Act/WIOA type services to disadvantaged and hard to serve youth including case management and development of intensive service plans; partnership experience with community organizations to provide wraparound services; experience with job placement for youth; experience with operation of a comprehensive authorization, payment and tracking system for program participants; and experience in providing a subsidized work experience program for a large volume of youth (25% of all expenditures are required to be made for work-based activities). The M/WBE Office searched the Greensboro MSA and was unable to identify certified M/WBEs capable of providing the services needed to fulfill those specific contract requirements. Section VII(h)(i) of the M/WBE Program Plan allows for such a waiver under these circumstances and one was granted by the City Manager’s Office prior to release of the RFP.

 

The RFP was directly emailed to the bidder lists maintained by the Office of Workforce Development, advertised in local newspapers and posted on the WDB’s website where it was available for searches by additional companies that provide that level and type of service.  Four proposals were received by the due date of July 20, 2015. 

 

Each proposal was evaluated independently by members of a WDB sub-committee which developed a recommendation presented to the full WDB at its August 14 meeting.  The board voted unanimously to select ResCare Workforce Services as its youth service provider for the period of October 1, 2015 - September 30, 2016 at a cost not to exceed $1,400,000.

 

BUDGET IMPACT:

Funds for this contract modification are budgeted in the following Office of Workforce Development Workforce Innovation and Opportunity Act accounts.  All funds to be utilized are US Department of Labor funds passed through the NC Department of Commerce.  No General Revenue funds are requested:

It is requested that the City Council authorize the City Manager to execute a contract with Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,400,000 for the period of October 1, 2015 - September 30, 2016.
