PURPOSE:
The Property Management section of the Engineering & Inspections Department is in the process of selling a portion of City-owned property to NCDOT for the Eastern Section of the Outer Loop. This property that NCDOT is purchasing from the City is made up of right-of-way and easements. City Council approval is requested for the sale of this City-owned property.

BACKGROUND:
NCDOT is in the process of construction on the Eastern Section of the Outer Loop. A portion of City-owned property located at 4100-4199 Keely Road (Keeley Park) is required for this portion of the Outer Loop project. This acquisition by NCDOT consists of two tracts of right-of-way, having a total area of 8.64 acres or 376,358.40 square feet. This purchase also contains two areas of permanent utility easements having a total area of 0.022 acres or 958.32 square feet, two areas of temporary drainage easements consisting of 0.055 acres or 2,395.80 square feet, and a temporary construction easement having a total area of 0.049 acre or 2,134.44 square feet. Parks and Recreation has reviewed NCDOT'S use of the property and has approved the right-of-way and easements.

The property's parcel number is 0083234 and it is located at 4100-4199 Keely Road. Keeley Park is located on this property and the construction of the Eastern part of the outer loop should have no impact on the park. The right-of-way and easements were appraised by Susan M. King, MAI and were reviewed for NCDOT by Michael R. Albertson, MAI. The appraised value of the right-of-way and easements is $122,900.00. After reviewing the appraisal, Property Management has determined that the offer is fair and should be accepted.
