PURPOSE:
The Property Management section of the Engineering & Inspections Department is in the process of selling a portion of City-owned property to NCDOT for the Eastern Section of the Outer Loop. This property that NCDOT is purchasing from the City is made up of right-of-way and easements. City Council approval is requested for the sale of this City-owned property.

BACKGROUND:
NCDOT is in the process of construction on the Eastern Section of the Outer Loop. A portion of City-owned property located at 4100-4199 Keely Road (Keeley Park) is required for this portion of the Outer Loop project. This acquisition by NCDOT consists of two tracts of right-of-way, having a total area of 8.64 acres or 376,358.40 square feet. This purchase also contains two areas of permanent utility easements having a total area of 0.022 acres or 958.32 square feet, two areas of temporary drainage easements consisting of 0.055 acres or 2,395.80 square feet, and a temporary construction easement having a total area of 0.049 acre or 2,134.44 square feet. Parks and Recreation has reviewed NCDOT'S use of the property and has approved the right-of-way and easements.

The property's parcel number is 0083234 and it is located at 4100-4199 Keely Road. Keeley Park is located on this property and the construction of the Eastern part of the outer loop should have no impact on the park. The right-of-way and easements were appraised by Susan M. King, MAI and were reviewed for NCDOT by Michael R. Albertson, MAI. The appraised value of the right-of-way and easements is $122,900.00. After reviewing the appraisal, Property Management has determined that the offer is fair and should be accepted.

The property is zoned PNR (Parkland and Natural Resources). This acquisition by NCDOT is necessary for the completion of the Eastern Section of the Outer Loop.

BUDGET IMPACT:
The proceeds of this sale will be deposited in the General Fund Revenue Account #101-0000-00.8616, Sale of Real Estate.

RECOMMENDATION / ACTION REQUESTED:
The Property Management section of the Engineering & Inspections Department recommends that City Council approve and authorize this sale of City Property at 4100-4199 Keely Road to NCDOT at the appraised amount of $122,900.00.
