PURPOSE:
Arcadis G&M of NC, Inc. is being requested to provide engineering services for the Townsend Water Treatment Plant Major Electrical Upgrade Phase II Project. City Council approval of a contract in the amount of $2,385,000 is requested.

BACKGROUND:
The Townsend Water Treatment Plant electrical system was partially upgraded in past years during a first phase construction project. The work replaced some of the outdated electrical equipment and major electrical gear that serves the plant. One new emergency generator was installed as well as some necessary electrical equipment to serve electrical power to the head of the plant. A new large pump that serves low flow ranges for the finished water service was installed and a select amount of mid-level system equipment was replaced.

Water Resources' improvement planning includes this second phase of electrical modernization of the Townsend plant. Particularly, adding a second emergency generator that will allow for complete plant-wide electrical back up service during power outages. In addition, the remaining outdated electrical equipment is slated to be replaced as well as the largest pump and motor that serves higher flow ranges. The project will replace other ancillary aged equipment such as the sludge collectors. The SCADA and instrumentation control system will require updates and additions. Lastly, chemical piping to various points around the site will be added.
