PURPOSE:
Water Resources requests approval to sole source the purchase of two (2) turn-key centrifuges from Alfa Laval Inc. located in Richmond, Virginia. City Council approval is required to sole source a purchase under State Public Contracting Statute GS 143-129 (e)(6) which allows exceptions to the letting of public contracts for the purchase of apparatus, supplies, materials or equipment when standardization or compatibility is the overriding consideration. In this particular case the sole source option was chosen because there is a need to increase the capacity of the centrifuges using grease and within the same configuration, and by doing this we will be able to run both incinerators at the same time. Alfa Laval, Inc. has been successful in making this work for other wastewater facilities in the industry.

BACKGROUND:
The T.Z. Osborne Water Reclamation Facility has three (3) existing centrifuges within the plants treatment process that were installed in 1994. The centrifuges dewater the sludge prior to incineration and there are two fluidized bed sludge incinerators. When the current centrifuges were installed they were used to run one incinerator at a time. Over the last several years, the T.Z. Osborne Water Reclamation Facility has been making improvements to increasing the capacity of the plant from 40MDG to 56 MGD.
