PURPOSE:
ADS Environmental Services, LLC is being requested to provide flow monitoring, data collection and reporting for the sanitary collection system and rainfall monitoring. City Council approval of a contract in the amount of $746,915.10 is requested.

BACKGROUND:
The Water Resources Department is currently in the process of elevating the level of sewer flow monitoring and rainfall monitoring from a short-term program with temporary installations into a long-term data driven program. Flow monitoring and data collection provides support to multiple divisions within the department and it is used to better support planning and maintenance activities. Monitoring services help drive decision-making and maintenance of the system.

The Water Resources Department issued a Request for Proposals (RFP) on November 12, 2019 for collections system monitoring services. Six firms submitted by the December 16, 2019 deadline. A selection committee comprised of internal Water Resources representatives, an external department representative and a representative of the MWBE office, evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on the transmittal letter, scope of services, experience and capabilities, cost of services, and M/WBE participation. ADS Environmental Services, LLC received the highest score.
