PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring easements for the Holt's Chapel Sewer Outfall Replacement Project. City Council approval is requested for the acquisition of this property.
BACKGROUND:
The Water Resources Department has approved the replacement of Holt's Chapel Sewer Outfall with construction beginning in early 2015. This acquisition is needed to allow replacement of the current system that is not meeting the demand for the area.
The subject property is located at 2924 McConnell Road, parcel #0114610. This property is owned by the State of North Carolina and is part of the North Carolina A & T State University's Agricultural Research Farm. The portion of property to be acquired was appraised by Martin & Company and was valued at $27,500. The owner agreed to accept the appraised value.
The property is zoned PI (Public & Institutional). Required acquisitions include a permanent utility easement of 70,774 Sq. Ft., (1.62 acres), and a temporary construction easement of 6,485 Sq. Ft., (.15 acre).
BUDGET IMPACT:
Funding in the amount of $27,500 for this acquisition is budgeted in Account #503-7024-02.6012, Activity #A15038.

The Property Management Section of the Engineering & Inspections Department recommends approval of this acquisition.
