PURPOSE:

The Property Management Section of the Engineering & Inspections Department is in the process of purchasing the subject property due to repeated flooding.  City Council approval is requested for the purchase of this property.

BACKGROUND:

The Water Resources Department has approved the purchase of the subject property due to repeated flooding.   No infrastructure solution was reasonable and the property owners are willing to relocate.  The most cost effective solution is the removal of the structure.  The home will be demolished and the area returned to open space adjacent to Lake Daniel Park.

The property is located at 616 N. Mendenhall Street, parcel #3986. This property is owned by Daniel Mark Green and wife Jean Ann Long-Green.  The property was appraised by Christopher F. Howard of Howard Appraisal Services, LLC at a value of $163,000. After negotiations, the owner agreed to accept $206,000.

The property is zoned RS-5, Residential Single Family 5. The required property consists of 12,632 square feet (.29 acres).

BUDGET IMPACT:

Funding in the amount of $206,000 for this purchase is budgeted in the Water Resources Stormwater Capital Improvements Fund account 506-7019-06.6011 A20088. A budget adjustment is needed to use this account.

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department & Engineering and Inspections Department recommends the approval of this purchase and the associated budget adjustment.
