PURPOSE:

Hilco Transport, Inc. is being requested to provide hauling services on an as-needed basis to remove Residual Bio-Solids contents from the T.Z. Osborne Water Reclamation facility for the Water Resources Department.  City Council approval for a three-year contract with Hilco Transport, Inc. in the amount of $276,000 is requested.

 

BACKGROUND:

Water Resources is requesting to enter into a three-year contract with Hilco Transport, Inc. to provide Residual Bio-Solids Hauling Services from the T.Z. Osborne Water Reclamation facility. The contract calls for the removal of residual Bio-Solids, which is a byproduct of the wastewater treatment process, on an as-needed basis during times when the normal disposal process of incineration is down for annual maintenance or in need of emergency repairs. The hauling services will help ensure that the plant maintains efficient operations and stays in compliance.

 

Hilco Transport, Inc. was the only responsive bidder to the City’s September 3, 2020 Request for Proposals with a bid of $276,000 for the hauling services.  Hilco has provided residuals hauling services for the facility since 2001 and has provided outstanding services during that time.

 

BUDGET IMPACT:

Funding in the amount of $276,000 for this contract is budgeted in Water Resources Operating Fund account 501-7056-01.5437 with an amount not to exceed $92,000 in each fiscal year, FY20-21 through FY22-23.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends approval of the contract with Hilco Transport, Inc. in the amount of $276,000.
