PURPOSE:

Water Resources is requesting a change order to contract 2016-0580 related to the Mitchell Water Treatment (WTP) Plant Filter Backwash Pump Replacement and System Improvements project to provide additional design services and construction administration tied to the construction of electrical improvements and upgrades at the Mitchell WTP. In order to provide adequate design services, approval of a contract change order is requested.

 

BACKGROUND:

The City authorized professional services contract 2016-0580 with CDM Smith Inc., in the amount of $364,500, on August 16, 2016 to provide design services for Mitchell Water Treatment Plant Filter Backwash Pump Replacement and System Improvements project.  The existing backwash pumps at the Mitchell WTP are reaching the end of their useful service life and the accessibility to the pumps in the lower level of the filter plant for maintenance purposes is challenging. The filter backwash system is a key component in the treatment process to purify water for potable use. The gravity media filters remove impurities and use backwash pumps to provide the motive force for cleaning the media by removing the trapped impurities.

 

Change Order No. 1 includes additional coordinating efforts and engineering design work associated with combining this project with the Mitchell Major Electrical Improvements project.  The length of construction has been extended which increased the need for contract administration which was included in the original proposal. The construction administration and inspection team for the filter backwash pump replacement project included CDM Smith, Inc. and CriTek Engineering Group, P.C., a local MBE, whose original utilization was 8.4 % of the original contract amount. The change order includes 29.3% MBE participation extending CriTek Engineering Group P.C. services.   The total MWBE participation for the project increases from 8.4% to 14.4% of the total contract amount.

 

 

BUDGET IMPACT:

Funding in the amount of $144,800 is budgeted in the following Water Resources Capital Improvements Fund account 503-7028-04.5410. A budget adjustment is necessary to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve a Change Order in the amount of $144,800 to contract 2016-0580 with CDM Smith Inc., for Mitchell Water Treatment Plant Filter Backwash Pump Replacement and System Improvements and associated budget adjustment.
