PURPOSE:
A Resolution is required for the City of Greensboro to enter into a contract to provide services for the Downtown Business Improvement District (BID) Program through June 30, 2024.
BACKGROUND:
North Carolina State legislation under NCGS 160A-536(d) allows the provision of funds levied and collected by the City from ad valorem property taxes in the Downtown Business Improvement District Program (BID) to be spent on contracted services to perform, promote and develop services, facilities, functions and promotional and developmental activities in a municipal service district. The eligible services are in addition to or to a greater extent than those financed, provided, or maintained for the remaining areas of the City including but not limited to: Economic and Business Development, Safety and Maintenance, and Marketing and Downtown Greensboro Promotions.
The Procurement Services Division conducted the solicitation in the online Greensboro Electronic Procurement System (GePS) Event #10146. The solicitation occurred after the Downtown Bid Program (BID) was published for public comment on the City of Greensboro's website from January 26, 2021 until February 10, 2021. The M/WBE office was consulted during this process and has concurred to award this contract to Downtown Greensboro, Inc. Downtown Greensboro, Inc. will be subcontracting with M/WBE firms as indicated in the M/WBE memo.
