PURPOSE:
The City of Greensboro Water Resources Department is requesting funding for a 3-year contract for Lake Townsend and Mitchell Water Treatment Plant Janitorial Services

BACKGROUND:
For the past 3 years, the Lake Townsend and Mitchell Water Treatment Plants have contracted out cleaning services. This is due to limited maintenance staff in the division. Water Supply is seeking to continue contracting out janitorial services because the Water Supply division strives to ensure that the facilities are very clean and well maintained because they are drinking water production facilities. Additionally, they are spaces where the public, management, council people and other dignitaries can visit for various reasons. Keeping these facilities clean ensures the city builds a level of pride with both the public and internal staff.

On March 28, 2021, the Water Resources Department issued a "Request for Proposal" (RFP) to 79 M/WBE and non M/WBE firms. A mandatory pre-bid meeting was set up on April 13, 2021 in which (9) firms attended. The deadline for receiving complete proposal packages was April 30, 2021. On May 7, 2021, a selection committee evaluated and scored the 3 responsive proposals of the 6 that were received. The evaluating team was made up of staff from Water Resources as well as a representative from Human Resources and the M/WBE office.
