PURPOSE:
The bids for Contract 2019-006A, Reedy Fork Water Line Extension and Sewer Outfall Project, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Jimmy R. Lynch & Sons, Inc. for $4,643,628.16.
BACKGROUND:
The work in this contract generally consists of installation of 6,822 linear feet of 24-inch ductile iron sanitary sewer outfall line, by open cut, and bore and jack. Additionally, the work consists of the installation of approximately 6,249 linear feet of 24-inch DI water line and appurtenances with 5,349 feet installed by open cut, and 900 linear feet of 24-inch water line installed by directional drill, connecting to existing water lines near the intersections of Summit Avenue and Reedy Fork Parkway and Brown Summit Road and Chickasha Drive.
The bids were opened on May 6, 2021, and the apparent lowest, responsive bidder was Jimmy R. Lynch & Sons, Inc. with a bid of $4,643,628.16. The MWBE goals for this project are 8.0% MBE and 13.0% WBE. The contractor’s commitments are 8.05% MBE and 13.52% WBE.
The other responsive bid received was:
Yates Construction Company, Inc. $5,094,442.04 MBE=8.0% WBE =13.0% Stokesdale, NC
Two other bids were received but they were not opened. One bid was deemed to be non-responsive because it was submitted improperly. The other bid was non-responsive because it did not meet MWBE goals nor Good Faith Efforts (GFE). An appeal to this determination was not made by the contractor.
The proposed date for start of construction is August 2021. The proposed date of completion is June 2022.
BUDGET IMPACT:
Funds in the amount of $4,643,629.00 are budgeted for this project in two separate accounts. $2,303,287.00 is budgeted in Water Resources Water Lines account number 517-7011-01.6016 and $2,340,342.00 is budgeted in Water Resources Sewer Outfall account number 517-7011-01.6019.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2019-006A for the Reedy Fork Water Line Extension and Sewer Outfall Project to Jimmy R. Lynch & Sons, Inc. for the bid amount of $4,643,628.16.
