PURPOSE:

City Council consideration is requested for a resolution amending the FY 2021-22 Annual Action Plan Application for US Department of Housing and Urban Development (HUD) Entitlement Funds.

 

BACKGROUND:

On May 4, 2021, City Council approved the acceptance and application for the FY 2021-22 entitlement funds awarded to the City from the U.S. Department of Housing and Urban Development (HUD) based on published formula allocations. On May 14, 2021, HUD informed the city that since issuing the original allocations, the FY 2021 CDBG allocations were revised. As such, the revision resulted in a $34,031 increase in the allocation for Greensboro, which revises the total federal award amount from $5,173,113 to $5,207,144.

Community Development Block Grant (CDBG): $2,459,267

Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $192,761

Housing Opportunities for Persons With AIDS (HOPWA): $599,557

Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:

        Greensboro:  $1,258,490

        Burlington:     $263,299

        Guilford County:  $156,025

        Alamance County: $143,714

 

Proposed Uses of HUD Funds and Estimated Program Income:

Section 108 Loan Re-payment: $445,479 (principal, interest, and prepayment - CDBG)

Program Administration: $594,508 CDBG & HOME ($468,659 CDBG; $125,849 HOME)

Fair Housing Activities: $18,500 (CDBG)

Homebuyer Education: $100,000 (CDBG)

Citywide Housing Rehabilitation: $513,435 (CDBG)

Neighborhood Reinvestment: $200,000 (CDBG)

Infrastructure Redevelopment: $300,000 (CDBG)

Emergency Shelter: $200,000 (CDBG)

Contingency Activity: $127,225 (CDBG)

Homelessness Prevention: $312,761 CDBG & ESG ($120,000 CDBG; $192,761 ESG)

Affordable Housing Development: $832,641 (HOME)

Homebuyer Assistance: $400,000 (HOME)

Housing Assistance for Persons with AIDS: $599,557 (HOPWA)

 

BUDGET IMPACT:

The original FY 2021-22 Annual Action Plan application for HUD funding will be increased by  $34,031 from $5,173,113 to $5,207,144 (including estimated program income in the amount of $250,000).

 

RECOMMENDATION / ACTION REQUESTED:

Request that Council approve the corrected FY 2021-22 Annual Action Plan application, authorize the City Manager to execute revised grant documents, and approve the amended FY 2021-22 CDBG funding application to HUD.
