PURPOSE:

This Resolution seeks adoption of a unified, comprehensive policy meeting the statutory requirement for the enactment of a local governing board code of ethics and to provide guidance for governing board members and staff regarding the use of city resources for elections and political campaign-related activities.

 

BACKGROUND:

In July 2009, the N.C. legislature enacted N.C.G.S. §160A-86, titled which required the Council to adopt a resolution or policy containing a code of ethics to guide actions by the governing board members in the performance of the member's official duties as a Council member.  Prior to this law’s passage, Greensboro had provisions in place addressing the ethical behavior of the Council and city staff.  After this law’s passage the Council adopted a conflicts of interest policy, but has not officially adopted a revised ethics policy.  This Resolution will connect the Council’s prior enactments to a modern policy and address the use of city resources for campaign-related activities.

The City Attorney’s Office recommends adoption of this unified policy addressing ethics, conflicts of interests, gifts and an elections blackout period.
