PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan that outlines the implementation of annual funding. The City’s Citizen Participation Plan provides requirements for public process when a substantial amendment to the Annual Plan is proposed. Neighborhood Development proposes to substantially amend the 2019-2020 Annual Plan by increasing the allocation of funds by greater than 25% of the City’s current fiscal year federal allocation. Additionally, HUD has awarded a third round of supplemental funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) that requires programming in the 2019-2020 Annual Action Plan.

 

BACKGROUND: On May 19, 2020 City Council approved the first round of $2,082,964 in CARES Act funding and the submission of the first Substantial Amendment to the 2019-2020 Annual Action Plan. On August 18, 2020 City Council approved the second round of $1,880,847 in CARES Act Emergency Solutions Grant Coronavirus (ESG-CV) funds and the submission of the second Substantial Amendment to the 19-20 Annual Action Plan. On October 6, 2020 City Council approved the use of $200,000 in FY 19-20 CDBG funds for the purpose of Neighborhood Reinvestment and the submission of the third Substantial Amendment to the 2019-2020 Annual Action Plan.

 

The fourth Substantial Amendment to the 2019-2020 Action Plan includes the following revisions to allocate supplemental funding awarded through the CARES Act:

 

Fourth CARES Act Funding for the City of Greensboro ($1,611,310)

Community Development Block Grant Coronavirus (CDBG-CV): $1,611,310

 

Proposed Uses of Fourth CARES Act Funds:

Homelessness Prevention in the form of stabilization services, supportive housing, and/or to new HUD-eligible activities based on the community needs to prevent, prepare for, and respond to the Coronavirus pandemic.

 

BUDGET IMPACT: $1,611,310 in new federal CDBG-CV CARES Act grant funds will be available to prevent, prepare for, and respond to the Coronavirus needs in Greensboro.

 

RECOMMENDATION / ACTION REQUESTED: Request that Council adopt the attached resolutions to authorize submission of the fourth substantial amendment to the 2019-2020 Annual Action Plan and authorize the use of new CDBG-CV CARES Act funds.
