PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties. The Annual Action Plan is due to HUD by May 15, 2021 after City Council approval.

BACKGROUND: The Annual Action Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 2021-2022 from the following sources:

 

HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($4,923,113)

Community Development Block Grant (CDBG): $2,309,267

Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $192,761

Housing Opportunities for Persons With AIDS (HOPWA): $599,557

Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:

        Greensboro:  $1,258,490

        Burlington:     $263,299

        Guilford County:  $156,025

        Alamance County: $143,714

 

Proposed Uses of HUD Funds and Estimated Program Income:

Section 108 Loan Re-payment: $445,479 (principal, interest, and prepayment - CDBG)

Program Administration: $587,702 CDBG & HOME ($461,853 CDBG; $125,849 HOME)

Fair Housing Activities: $18,500 (CDBG)

Homebuyer Education: $100,000 (CDBG)

Citywide Housing Rehabilitation: $513,435 (CDBG)

Neighborhood Reinvestment: $200,000 (CDBG)

Infrastructure Redevelopment: $300,000 (CDBG)

Emergency Shelter: $200,000 (CDBG)

Contingency Activity: $100,000 (CDBG)

Homelessness Prevention: $312,761 CDBG & ESG ($120,000 CDBG; $192,761 ESG)

Affordable Housing Development: $832,641 (HOME)

Homebuyer Assistance: $400,000 (HOME)

Housing Assistance for Persons with AIDS: $599,557 (HOPWA)

 

BUDGET IMPACT: $4,923,113 in new federal HUD grant funds and an estimated $250,000 in program income for a total of $5,173,113 will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.

 

RECOMMENDATION / ACTION REQUESTED: Request that Council conduct a public hearing to receive comment on the proposed FY 2021-2022 Annual Action Plan application, and adopt the attached resolution to authorize submission of federal program plans and funding application to HUD.
