PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of purchasing the subject property for storm water drainage. City Council approval is requested for the purchase of this property.
BACKGROUND:
The City is requesting the purchase of this parcel and recombination in order to implement a future enhancement project for water quality protection within the North Buffalo watershed. The hope is that this site will be transformed into a constructed wetland and stream restoration that will filter polluted storm water from a portion of downtown and nearby neighborhoods. This restoration will benefit both the community and the environment by increasing green space, improving water quality, and improving aquatic life. This restoration effort offers a unique chance to filter rain runoff in an urban area that was developed before the City's storm water rules were put into place. Further, this project would allow for additional recreational opportunities in coordination with other City Departments.
The subject property is located at 1501 Upland Drive, parcel #0027427. This property is owned by Jeffrey and Teresa Seawell. The property to be purchased was valued at $91,000.00 by Lynn B. Ritchy of LR Appraisals, a certified independent appraiser. The owner agreed to accept the appraised amount.
