PURPOSE:

City Council approval is requested for change order #2 to Contract 2017-0220 (U-5326) for the construction inspection of the Market Street and Guilford College Road Intersection Improvements Project.  This change order for $180,585.24 is to provide extended construction inspection services that were not included in the original contract.

 

BACKGROUND:

 

This project includes Federal funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, “...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation.”

 

The U.S. Department of Transportation DBE program does not stipulate goal-setting for professional services; therefore, no goals were set for this project.

 

This change order is necessary to provide additional construction inspections services to the existing inspection contract for the Market Street and Guilford College Road Intersection Improvements Project.  Due to numerous delays in the construction of this project caused by various circumstances, additional construction inspections services must be provided.  This service contract must therefore also be extended to provide the corresponding inspection services for the extended construction timeframe.

 

BUDGET IMPACT:

Funds for this change order will come from the Transportation Bond Fund account 471-4502-23-6014 A17135 in the amount of $180,585.24. 

 

RECOMMENDATION / ACTION REQUESTED:

The Engineering & Inspections and Transportation Departments recommend that City Council approve this change order for $180,585.24 for Contract 2017-0220 (U-5326) to Michael Baker Engineering, Inc.
