PURPOSE:
The Property Management Section of the Engineering and Inspections Department is in the process of purchasing right of way and easements for the Birch Creek Sewer Outfall Project. City Council approval is requested for the purchase of this property.

BACKGROUND:
The City of Greensboro's Water Resources Department proposed the Birch Creek Sewer Outfall Project in order to allow for the removal of an existing sanitary sewer lift station that will be at capacity within three to five years. This outfall will also support the development of the Publix Distribution Center on Highway 70.

The subject property is located at 640 Knox Road, 401 Rear Birch Creek Road, and 401 421 Birch Creek Road, parcel #0117383, 0218158, and 0117418. This property is owned by American Express Travel Related Services Company, Inc. The portion of property to be purchased was appraised by D. Lynn Cable, MAI and was valued at $104,375.00. The owner has agreed to accept the negotiated price of $164,000.00.

The property is zoned CD-BP (Conditional District - Business Park). The required Permanent Utility Easement purchase is an area of 142,511 Sq. Ft. (3.27 acre). The required Temporary Construction Easement purchase is an area of 57,923 Sq. Ft. (1.33 acre).
