PURPOSE:

The City Grant Policy requires Council approval on all grant applications requiring a local match. This grant application requires a 55% local match for the purchase of an electric solid waste rear loader vehicle and charger.

 

BACKGROUND:

If approved and selected for the grant, the City of Greensboro will be awarded 45%, or approximately $235,232 towards the purchase price of an EV Solid Waste Vehicle from the Federal DERA National Grant (EPA) program and $8,340 towards the purchase of a charger.

 

The grant requires a match of $290,705 for the vehicle and $10,195 for the charger for a total of $300,900.  This match will be based on replacement funds paid into the city’s replacement vehicle program for the purchase of a new rear loader in FY 21-22.  The purchase of an electronic solid waste vehicle is aligned with sustainable growth and alternative fuel options for fleet vehicles.

 

The grant decision will be made in October 2021.

 

BUDGET IMPACT:

Funding for this project will be as follows:

 

$235,231    (45%)  Federal Grant for Vehicle

$    8,340    (45%) Federal Grant for Vehicle Charger

$290,705    (55%) Matching City Funds for Vehicle

$  10,195    (55%) Matching City Funds for Vehicle Charger

$544,471

 

The local match of  $300,900 for the vehicle will come from Equipment Services replacement fund and from Field Operations in the general fund.

 

                     

RECOMMENDATION / ACTION REQUESTED:

The Finance Department recommends and requests that City Council approve the attached resolution for a grant application with the Federal DERA National (EPA) matching grant program for the purchase of an electronic solid waste rear loader and charger.
