PURPOSE:

The Water Resources Department requests City Council approval to authorize a leak adjustment of $30,901.10 in the name of Trubild, LLC on account number 530-1812.303 located 4309 Old Liberty Place.  In accordance with Article IV Section 2-103 (Refunds, rebates by director of finance to correct errors) of the City Code of Ordinances, City Council approval is required for billing refunds that exceed $20,000.

BACKGROUND:

A housing community located at 4309 Old Liberty identified a leaky water pipe on the property discharging water to a creek.  The account holder, Trubild, LLC, repaired the leak and requested a leak adjustment.  The City’s Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro allows one leak adjustment every two years.  For an underground leak where the wastewater is not returned to the sanitary sewer system, the adjustment is calculated by determining the average water and wastewater consumption charges billed for the preceding year, and writing off all the wastewater consumption charge and one-half the water consumption charge above an average consumption.  The customer becomes eligible for the adjustment after consumption returns to normal following repair of the leak, and this condition has been met.

BUDGET IMPACT:

This billing adjustment will reduce revenue for the Water Resources Operating Fund in the amount of $30,901.10.

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Water Resources Department that City Council approve the billing adjustment of $30,901.10 for account number 530-1812.303 in the name of Trubild, LLC.
