PURPOSE:

The Greensboro Parks and Recreation Department is completing a construction manager at risk process for the Phase I of the Battleground Parks District at Country Park. The project is being designed to include a tree canopy walk, zipline, picnic shelter, restroom, promenade and event area, and an accessible walkway down the hillside from the adjacent Greensboro Science Center, a new parking area off Lawndale Drive and relocation of the dog park. The Greensboro Science has received a donation for $100,000 to be allocated to the construction of the zipline on the hillside portion of the project.  In order to appropriate the reimbursement funds, a budget ordinance is requested from Greensboro City Council in accordance with current city fiscal procedures.

 

BACKGROUND:

Parks and Recreation has been working in collaboration with the Greensboro Science Center on the update to the Battleground Parks District Plan since 2017. The project is being funded with 2016 Bond funds and includes the $100,000 reimbursement from the Science Center. The City will contract through a reimbursement agreement with the Greensboro Science Center for reimbursement of the zipline construction. The construction contract for the overall project will come before Council in the Spring 2021. A reimbursement agreement will be signed in coordination with the budget ordinance so the funds can utilized for the zipline project.

 

BUDGET IMPACT:

This requested action will have no adverse impact on the City of Greensboro budget.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council adopt the attached budget ordinance establishing funding in the amount of $100,000 for reimbursement of construction costs related to the zipline for the Battleground Parks District Phase 1 Hillside Development at Country Park project.
