PURPOSE:

City Council approval is requested to convey a private drive easement to Walgreens as part of the new development of a new Walgreens adjacent to Hester Park.

 

BACKGROUND:

In the fall 2020 Cooper at West Greensboro, LLC submitted a site development plan for a new Walgreens at the corner of Groometown Rd and Ailanthus St. Ailanthus St is a private street used as one of the entrance points into Hester Park. As part of the development a new driveway access on Ailanthus St. will be constructed for the drive-thru pharmacy access. Due to the increased traffic flow onto Ailanthus St. the City has requested as a condition of a private drive easement that Walgreens repave a portion of the Ailanthus St. Cooper at West Greensboro, LLC, Inc has agreed to repave a portion of the street under a scope of work determined by the City. A separate agreement will be completed to ensure paving work will be completed under the terms set by the City. Since the easement is an encumbrance on City property, City Council approval is required.

 

BUDGET IMPACT:

No funds are required, and there is no budget impact.

 

RECOMMENDATION / ACTION REQUESTED:

The Parks and Recreation Department recommends that City council approve the conveyance of the private driveway easement to Cooper at West Greensboro, LLC for the new driveway access and condition of easement for repaving a portion of Ailanthus St.
