PURPOSE:
A resolution is needed to authorize an agreement with NCDOT for BiPed Plan Update (Bicycle, Pedestrian and Greenways Master Plan) under (M-0544HK).

BACKGROUND:
NCDOT recently awarded the City of Greensboro a grant to support the next update of the BiPed Plan (Bicycle, Pedestrian and Greenways Master Plan) on behalf of the Metropolitan Planning Organization under project M-0544HK. The update is needed to keep the plan current and on point through extensive analysis of pedestrian and bicycle needs, opportunities, and constraints along with community outreach and feedback. Emphasis will be placed on transportation safety, connections to transit and other intermodal connections, detailed assessments of on the ground conditions and user experience, and community preferences. The update will also seek to promote and help achieve the City Comprehensive Plan goal to make Greensboro a car optional City.

Under the M-0544HK agreement, NCDOT will assign one of its on-call consultants to the project. NCDOT is the contracting entity and will pay all consultant invoices directly. NCDOT will supply 50% of the needed funding, with the City providing NCDOT an upfront payment sufficient to cover 50% of the costs. The City will be responsible for scoping specific work tasks with the consultant and for the day to day project management of the consultant' work.
