PURPOSE:
The City of Greensboro is renewing the Last Mile Transfer Program Agreement with the North Carolina Department of Transportation (NCDOT) to assist railroad passengers in reaching their final destination via transit services. A resolution must be approved to authorize this agreement.

BACKGROUND:
The City of Greensboro executed a Last Mile Transfer Program Agreement with NCDOT on November 3, 2016. Under this agreement, NCDOT provides transit passes for distribution to train riders who are paying passengers on the rail service. The Greensboro Transit Agency is reimbursed the full fare for each recorded boarding of a valid transit pass. The train passenger swipes the Transit Pass upon boarding a GTA bus or SCAT van for their final destination. The Transit Pass is good for one in-route bus transfer on or a one-way ADA Paratransit trip. Use of the Transit Pass is limited to the day of passenger's train travel.

Under the previous agreement, the period of performance was March 18, 2017 to March 18, 2020. The renewed agreement will span three years beginning on the date that the agreement is fully executed by NCDOT.

This program was suspended by NCDOT in April 2020. It was reinstated February 5, 2021.

BUDGET IMPACT:
This is a revenue agreement. NCDOT will reimburse the City of Greensboro for the usage of transit passes on the City's transit services. In previous years, this agreement generated approximately $2,000 in reimbursements in total.
