PURPOSE:
The bids for Contract 2016-037A, Ballinger Road Bridge Replacement, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Dane Construction, Inc. for $2,298,856.62.
BACKGROUND:
This project includes federal/state funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, “...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation.”
The DBE goal for this project is 8.00%. Dane Construction, Inc. has committed to a DBE goal of 8.62%, and intends to use Garner-Murphy Construction, Inc. to fulfill this entire 8.62% contract commitment. Garner-Murphy Construction, Inc. is located in Graham, NC, and is listed as a certified DBE firm with the North Carolina Department of Transportation.
The work consists of all labor, equipment, and materials required to remove and replace the existing bridge deck on Ballinger Road, as well as reconstruct approximately 1,400 feet of roadway. The work will also include installing sidewalks and providing intersection improvements at the intersection of Ballinger Road and Wakefield Drive.
The bids were opened on February 4, 2021, and the apparent lowest, responsive bidder was Dane Construction, Inc. with a bid of $2,298,856.62.

The proposed date for start of construction is May 2021. The proposed date of completion is July 2022.
BUDGET IMPACT:
Funds in the amount of $2,298,856.62 are budgeted in three separate accounts:
$1,863,014.62 401-4562-01.6014 A19193 Ballinger Road Bridge Street Construction & Paving account
$249,044.00 503-7029-02.5615 Water Resources’ Sewer Lines account.
$186,798.00 503-7029-01.5615 Water Resources’ Water Lines account
Budget adjustments are needed for the Sewer Lines and the Water Lines account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections, Transportation, and Water Resources that City Council approve the bid and award Contract 2016-037A (TIP# B-5553) for the Ballinger Road Bridge Replacement Project to Dane Construction, Inc. for the bid amount of $2,298,856.62.
