PURPOSE:
The bids for Contract 2016-037A, Ballinger Road Bridge Replacement, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Dane Construction, Inc. for $2,298,856.62.
BACKGROUND:
This project includes federal/state funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, "...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation."
The DBE goal for this project is 8.00%. Dane Construction, Inc. has committed to a DBE goal of 8.62%, and intends to use Garner-Murphy Construction, Inc. to fulfill this entire 8.62% contract commitment. Garner-Murphy Construction, Inc. is located in Graham, NC, and is listed as a certified DBE firm with the North Carolina Department of Transportation.
