PURPOSE:
The bids for Contract 2018-020, Summit Avenue Streetscape, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Atlantic Contracting Company, Inc. for $7,694,887.00.
BACKGROUND:
The work consists of all labor, equipment, and materials required for the installation of streetscape enhancements on Summit Avenue and Yanceyville Street. The work includes fine grading, storm drainage, asphalt paving, pavement markings, decorative street lighting, erosion control and ADA compliant sidewalks and wheelchair ramps.
The bids were opened on February 11, 2021, and the apparent lowest, responsive bidder was Atlantic Contracting Company, Inc. with a bid of $7,694,887.00. The MWBE goals for this project are 9.0% MBE and 9.0% WBE. The contractor’s commitments are 9.03% MBE and 9.03% WBE.

The proposed date for start of construction is April 2021. The proposed date of completion is September 2022.
BUDGET IMPACT:
Funds in the total amount of $7,694,887.00 are budgeted in four separate accounts.

Budget adjustments are needed for the Transportation bond account, the Water Lines account, and the Sewer Lines account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections, Transportation, and Water Resources that City Council approve the bid and award Contract 2018-020 for the Construction of the Summit Avenue Streetscape project to Atlantic Contracting Company, Inc. for the bid amount of $7,694,887.00.
