PURPOSE: City Council consideration is requested for the adoption of the City of Greensboro Citizen Participation Plan. As a condition of receiving federal Housing and Urban Development (HUD) formula grant funds, the City of Greensboro is required to adopt a Citizen Participation Plan that sets forth the City's policies and procedures for citizen participation.
BACKGROUND: The Citizen Participation Plan must provide for and encourage citizens to participate in the development of the 5-Year Consolidated Plan, any substantial amendment to the Consolidated Plan, and the Consolidated Annual Performance and Evaluation Report (CAPER). Given the need for expedited actions to respond to COVID-19, HUD allows for citizen participation plans to include shortened public comment periods, determine what constitutes reasonable notice and opportunity to comment, and allow for virtual public hearings.
The Greensboro Citizen Participation Plan is amended to reflect:
* Minimum of five-day public comment periods for grant year 2019 and 2020 plans and amendments related to COVID-19 responses.
* Minimum of five-day notice prior to the date of public hearings.
* Authorizes virtual public hearings in lieu of in-person public hearings.

The Citizen Participation Plan amendment was available for public comment from February 11 to February 15. No comments were received.
To ensure meaningful access to participation by non-English-speaking residents of the community, the final approved Citizen Participation Plan will be translated to Spanish.
