PURPOSE:
A resolution is needed to authorize the City to enter into a contract with AECOM to conduct an ADA Operational Analysis on GTA Paratransit Services.

BACKGROUND:
On December 1, 2020, a Request for Proposals (RFP) was advertised to select a firm with expertise and demonstrated performance in conducting a two-phased ADA Operational Analysis that will identify and address service related issues and provide potential solutions for opportunities to improve. Phase I of the final report will reflect a design structured to provide recommendations coupled with specific identified deliverables to improve. Phase II of the final report will reflect a defined implementation plan coupled with action steps.

Five firms responded to the RFP: AMMA Transit Planning, Nelson/Nygaard Consulting Associates, On Your Mark Transportation LLC, Stantec Consulting Services Inc., and AECOM. A committee evaluated and scored the proposals and recommended the selection of AECOM from Charlotte, North Carolina.

This project includes federal/state funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, "...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation."
