PURPOSE:
The Parks and Recreation Department requests an update to the Parks and Recreation Rules and Regulations in an effort to revise and provide clarity in interpretation, remove outdated and duplicative provisions that are addressed within other sections of the Code of Ordinances, and to streamline and organize overall format. City Council approval is required for all changes to these Rules.

BACKGROUND:
Originally adopted in 1967 by City Council and included in the Section 19-1 of the Greensboro Code of Ordinances, rules and regulations were established to govern the use of City of Greensboro Parks and Recreation areas and facilities. Since that time, the rules and regulations have been periodically reviewed and updated, most recently in 2008 and 2014, based on changes to other ordinances, laws, regulations, and new recreation issues or trends. In conjunction with the City's Legal Department, the Parks and Recreation Department is proposing a revision to the current rules and regulations in effort to improve the layout and organization of the rules, provide clarification to various provisions, eliminate subjectivity in interpretation, and remove outdated and duplicative provisions that are addressed within other sections of the Code of Ordinances. Examples of proposed revisions include, but are not limited to: decriminalizing violations, removing hours of operations of specific facilities, revising park photography procedures, clarifying fishing, lake, and shelter usage provisions, and addressing usage of scooters and motorized bikes.
