PURPOSE:
The bids for Contract 2019-008A, 2020 Townsend Water Treatment Plant Improvements, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to D.H. Griffin Infrastructure, LLC for $2,098,168.00.
BACKGROUND:
The work consists of all labor, equipment, and materials required for the installation of 460 LF of gravity sewer, 4,450 LF of force main, a sanitary lift station, and a stormwater treatment system. This project also involves the decommissioning and demolition of an existing sanitary sewer lift station.

The bids were opened on January 28, 2021 and the apparent lowest, responsive bidder was D.H. Griffin Infrastructure, LLC with a bid of $2,098,168.00. The MWBE goals for this project are 9.0% MBE and 13.0% WBE. The contractor's commitments are 9.03% MBE and 13.07% WBE.
The other responsive bid received was:

One other bid was received, but was determined to be non-responsive because it did not have the proper MWBE documentation included with the bid submittal. This bidder declined to appeal this determination.
The proposed date for start of construction is April 2021. The proposed date of completion is July 2022.
