PURPOSE:

City Council approval is requested for a change order to Contract 2019-029 for the Pisgah Church Road, Lees Chapel Road, and Yanceyville Street Sidewalk Improvements Project.  This change order for $363,983.00 is to provide additional construction inspection services that were not included in the original contract.

 

BACKGROUND:

This project includes federal funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, “...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation.”

 

The U.S. Department of Transportation DBE program does not stipulate goal-setting for professional services; therefore, no goals were set for this project.

 

This change order is necessary to provide additional construction inspections services to the existing sidewalk contract for the Pisgah Church Road, Lees Chapel Road, and Yanceyville Street Sidewalk Improvements Project.  Due to the extension of the work timeframe for the construction contract, this construction inspections services contract must also be extended to provide the corresponding inspection services over this extended time frame.

 

BUDGET IMPACT:

Funds for this change order will come from Street and Sidewalk Capital Project Fund account 401-4546-01.6015 in the amount of $363,983.00. 

 

RECOMMENDATION / ACTION REQUESTED:

The Engineering & Inspections and Transportation Departments recommend that City Council approve this change order for $363,983.00 for Contract 2019-029 to Volkert, Inc.
