PURPOSE:

On November 17, 2020, City Council approved a one year grant from the Governor’s Crime Commission in the amount of $89,472 to support the Kellin Foundation’s Greensboro Child Response Initiative (ID 20-0767, ID 20-0768). The GCC has now extended the grant for an additional year and will again fund the project for $89,472.  The GPD will provide an additional $27,000 from its NC Drug Tax Excise funds to support the program. The total funding for year 2 grant will be $116,472 as was year 1. Together, year 1 and year 2 of the grant will total $232,944. In accordance with current City fiscal procedures to accept this grant, approval is required by City Council.

 

BACKGROUND:

The Greensboro Child Response Initiative focuses on providing specialized mental health advocacy services to improve response to children who witness or experience violence in order to minimize the traumatic impact of violent crime among children. Primary activities include: (1) direct, specialized mental health advocacy services for child victims; (2) enhanced coordination of victim response across multiple victim-serving agencies; and (3) monthly advocacy/outreach activities to identify child victims in all Police Districts in Greensboro.

 

The grant funds will be used for personnel costs. The now two-year grant cycle is active from October 1, 2020 through September 30, 2022.

 

BUDGET IMPACT:

This is a reimbursable grant and the police department contribution will come from NC State Drug Excise Tax funds. Expense reimbursement requests will be processed monthly and dispersed to the grant partner, Kellin Foundation with whom we wish to contract, as allowable under the grant award conditions. The funds will be housed in 220-3504-02.

 

RECOMMENDATION / ACTION REQUESTED:

It is requested that the City Council adopt the attached budget ordinance.
