PURPOSE:
The Water Resources Department requests approval of a contract with CITI, LLC. to provide for I&C Resident Engineer Services for the T.Z. Osborne Water Reclamation Facility for 1 year starting in January 2021 in the amount of $131,194.00.
BACKGROUND:
The Water Reclamation Division is currently in the process of changing from Cimplicity, the legacy SCADA process control system, to Ignition, the new SCADA process control system. In 2018 the plant decided to make this change because Ignition is a better and more up-to-date SCADA system that will help the operators operate the plant better. During this change, the plant needs help with some of the support functions. Through this contract with CITI, LLC, they will help support the plant by providing and I&C Engineer that will work on-site three (3) days a week to help maintain the SCADA system. The plant Electronic Techs spend most of their time working on the physical equipment and need support on maintaining the SCADA system. The I&C Engineer in this contract will spend their time maintaining the software and making minor changes to the computer system as operations makes requests. This work is needed to support operation of the plant.
CITI, an MBE firm, has been working on SCADA integration for the plant since around 2012. CITI has been involved in tying all of the equipment and process changes to the SCADA system for the TZO Water Reclamation Facility plant through several upgrade projects. For this contract, project team will consist of CITI, LLC and S.S.M.C. S.S.M.C. is also a local MBE and their utilization is 11.78% of the contract amount.
BUDGET IMPACT:
Funding in the amount of $131,194.00 is budgeted in the Water Resources Enterprise Fund Account #501-7056-01.5429.
